Qualifying skilled workers are able to immigrate to Canada as permanent residents, based on the fact that they are able to become economically established in Canada.

You can earn selection points for your degrees or diplomas and the number of years you spent in full-time or full-time equivalent study.

If you are fluent in English and French you will be awarded the maximum 24 points. Otherwise you need to designate the language you are more fluent in as your “first official language”. You can gain up to 16 points for the first official language, and up to 8 points for the second official language. Points can be awarded for a job that you have arranged before applying to emigrate to Canada as a skilled worker. Your job offer approved by Human Resources Development Canada (HRDC) as a job where it will be difficult to find someone to fill the vacancy from the resident labour market. You must be able to do the job, and meet the educational and, where relevant, licensing and regulatory requirements for the job.
You cannot arrange for an HRSDC confirmation of a job offer, your employer must do this.
